Abstract

Before the economic, social and political crisis of global impact caused by COVID-19, the development cooperation policy of the European Union was in a state of mutation, aimed at the formation of a new paradigm of its policy of cooperation as a result of the changes adopted after the approval of the Sustainable Development Goals (SDGs) of the 2030 Agenda. In addition to this, the Latin American and Caribbean region, redefined its classification as Middle and Upper Middle Income countries that it left her at a clear disadvantage in the field of cooperation; so they became a developing region in transition. In this context, the objective of this work is to analyze the Adelante Program for triangular cooperation (20016-2020) as a sample of international cooperation in which the Latin American and Caribbean region continues to cooperate with the European Union under the new concepts and processes of development that have been transformed aimed at working under a multidimensional approach, the above, analyzed from the analytical perspective of global governance
